Националният институт на правосъдието започна изпълнението на проект „Превенция и противодействие на насилието срещу жени и домашното насилие“, финансиран по програма „Правосъдие“ на Норвежкия финансов механизъм 2014-2021 г.
Директорът на НИП Миглена Тачева и заместник-министърът на правосъдието проф. Николай Проданов, ръководител на Програмния оператор на Програма „Правосъдие“ на НФМ 2014-2021, подписаха Договор № BGJUSTICE-4.001-0002/12.02.2020 г. за предоставяне на безвъзмездна финансова помощ за изпълнение на проекта до 12.02.2024 г. на стойност 488 957,50 лв.
Повече от 290 магистрати, кандидати за младши магистрати, съдебни служители, вещи лица, адвокати, служители на правоохранителните органи и експерти от администрацията ще бъдат обучени чрез различни, взаимно допълващи се обучителни формати – обучения в присъствена и/или електронна форма, кръгли маси, дискусии, конференции и други. Ще бъде разработено ръководство за управление на делата, свързани с домашно насилие и насилие, основано на полов признак – достъпно в електронен формат и в тираж от 500 екземпляра. Електронният обучителен модул на програма HELP на Съвета на Европа, посветен на защитата от насилие над жени и домашно насилие, ще бъде адаптиран и пилотно проведен. Предвижда се оценка на пилотния регионален механизъм за сътрудничество в тази област, изграден по проект на НФМ „Подобряване на достъпа до правосъдие на лица, живеещи под прага на бедност” на Националното бюро за правна помощ.
Целта на проекта е повишаване капацитета на правоприлагащите и правоохранителните органи и администрацията за ефективно прилагане на международните и европейските стандарти за защита от домашно насилие и насилие, основано на полов признак. Проектът е насочен и към подобряване на междуинституционалното взаимодействие и координацията в тази област.
Партньор на НИП в изпълнението на проекта е Министерството на правосъдието на РБ.

The National Institute of Justice commenced the implementation of the project “Preventing and Combating Violence against Women and Domestic Violence” funded under the Justice Programme of the Norwegian Financial Mechanism 2014-2021
The National Institute of Justice (NIJ) started the implementation of its project “Preventing and Combating Violence against Women and Domestic Violence” which will be realized with the financial support of the Justice Programme of the Norwegian Financial Mechanism (NFM) 2014-2021. On 12 February 2020 the NIJ Director, Ms. Miglena Tacheva and the Deputy Minister of Justice of Bulgaria and Head of the Programme Operator of BG Justice of the Norwegian Financial Mechanism 2014-2021, Prof. Nikolay Prodanov, signed a grant agreement № BGJUSTICE-4.001-0002/12.02.2020, amounting to 488 957,50 lv. with a term of implementation of 4 years.
More than 290 magistrates, candidates for junior magistrates, court staff, court experts, lawyers, law enforcement and administration officials will be trained on topical issues in the field of prevention and counteraction to Domestic and Gender-based Violence (DGBV). The trainings will be delivered in various complementary training formats, including face-to-face, e-learning and/or blended trainings, roundtables, discussions, conferences, etc. A case management guide on DGBV-issues for magistrates will be developed in electronic format and in print (up to 500 copies) and disseminated among the project target groups. The e-learning module on Violence against Women and Domestic Violence of the CoE HELP Programme will also be adapted and piloted under the project. An evaluation of the pilot local cooperation mechanism in response to Domestic and Gender-based Violence, established under the NFM funded project “Improving the Access to Justice for People living below the Poverty Line” of the National Legal Aid Bureau is also envisaged to be carried out within the project.
The project aims at strengthening the capacity of the Judiciary, law enforcement and administration to implement more effectively the established European and international standards for protection and institutional practices for prevention and counteraction to DGBV and improvement of the institutional cooperation and coordination in this field.
The project will be implemented in collaboration with the Bulgarian Ministry of Justice. |
